The meter wants a card you don't have, in a building the game hasn't shown you yet, guarded by the first thing in Townfall that actually wants to kill you.

Once the prologue wraps up in Silent Hill: Townfall and you retune the CRTV to a new frequency in the square, Zoe points you towards her apartment. Getting there is simple enough, but restoring the power inside isn't, since the Electricard you need to feed the meter isn't anywhere in the building. Don't waste time searching Zoe's place for it. It's out on the street, and finding it means your first real run-in with the game's opening enemy.

Step 1: Head to Zoe's apartment

Follow the street down from the square and turn right when the path splits. Simon confirms you've reached the right building once you arrive.

Step 2: Search the apartment for the flashlight and batteries

Explore both floors of the apartment. You'll come across a flashlight and batteries along the way, and the game teaches you how to combine them the moment you pick both up. They're placed prominently enough that missing them isn't really a concern.

Step 3: Find the computer and the meter room

On the first floor, check the first room on the left. There's a computer here, but with the power out, it's useless for now. Restoring power becomes your main objective, and the meter that controls it sits in a small room tucked under the stairs.

Step 4: Fix the flashlight before entering the meter room

The room under the stairs is pitch black, so you'll need a working flashlight to see anything inside. Once it's assembled, head in and the game walks you through what the meter needs: insert a credit card, apply the credit, then flip the power on. There's just one problem. The card isn't here.

Step 5: Head back outside to find the Electricard

Leave the apartment and backtrack towards the main street. This triggers a cutscene introducing the game's first enemy, along with a tutorial on the peek mechanic, which is how you'll be avoiding it from here on.

Step 6: Avoid the enemy and reach the shop

The enemy patrols in a simple circular route, so it's easy to slip past once you know the pattern. Make your way to the shop marked as location 2 on the map.

Step 7: Loot the shop for the plank and the Electricard

Close the door behind you once you're inside. There's a plank here you can use to fight the creature off if it corners you, and a counter that, once opened, holds the Electricard you've been looking for. Grab both, then unlock the door from inside to leave.

Step 8: Return to Zoe's apartment and restore the power

Head back to the apartment, whether you choose to fight or dodge the enemy again along the way. Once you're back at the meter, follow the instructions on the paper posted beside it: insert the Electricard, cycle to Card Credit with Button A, apply the credit with Button B, then push the Master Power switch.

Quick tip: Don't bother fighting the enemy on this first encounter unless it corners you directly. Its patrol is predictable enough that slipping past with the peek mechanic gets you into the shop faster than trying to fend it off with the plank.
