If you are not familiar with the location, spawn on the aforementioned point and he will be straight ahead of you, on a giant tree. You will see a large concentration of Guardian names on one of the branches so just climb there and find the vendor.

Despite numerous high-stat armour pieces, the stat distribution ranges from bad to mediocre only so saving Legendary Shards might be the right call here.
Ikelos SMG is easily the best thing you can spend the currency on this week as the weapon will be useful in both PvE and PvP with this roll, especially with Arc 3.0 as it features some of the best grenades in the game. With Demolitionist and Subsistence, you will get to shoot a lot of the time and keep recharging your grenade with each kill.
