Destiny 2 players can find Xur in the Tower Hangar this week.
If you're unfamiliar with the location, spawn in the Courtyard, open the map, place a waypoint on Amanda Holliday and follow it to reach her. Then turn left and move towards the landing platform while keeping an eye on the catwalks to the left to spot the vendor.
This week is unique because of the free expansion period, meaning that you can buy Hawkmoon and Dead Man's Tale even if you don't own Beyond Light.

Recommendations
Make sure to purchase Hawkmoon and Dead Man's Tale if you don't have Beyond Light. They will become unavailable again next week.
Chrysura Melo is now pretty good in PvE, especially with the Outlaw / Dragonfly combo. The same goes for Wolftone Draw.
