Faro flew up to the top of the list with the buff to his main gun which caused its DPS to go insane and since it has virtually no recoil, it will perform even better than Corsair's weapon, which used to be the boogeyman of Caliber before September 27 nerf.
Sly's health may have been nerfed along with other assaults' but her ability nullifies it. If you get low, pop it and you are topped off, provided the enemy had enough HP left. With that in mind, she can also become chunky if she impersonates support while her impact flashes cause entire teams to become unable to target her. Sly's shotgun deletes operators and with all the advantages the ability and flashes provide, she becomes a monster in the right hands.
Perun became a glass cannon with the changes to his Q. Just make sure you bring the burst version of the ability and not the single shot. Pop the Q and you are capable of wiping an entire team in just over a second. Additionally, he has impact flashes now which makes him a formidable foe in all PvP scenarios.
Rein also received a buff that makes his movement speed competitive with his peers and you can finally drop the Lightweight Chest Rig from his skill loadout. This also means you have more ammo so you don't need to scramble between every round in Showdown and Ranked matches. Sly and Perun are tormenting people in ranked matches currently and Rein is a great counter for both of them since he can shut down their abilities. Doing so brings your own DPS to the higher end, meaning the German problem solver is always good to have around.
Aphela gets an honourable mention because she is still the brainless operator she always was. Pop the Q and win fights. The worst thing that can happen is that you also die after wrecking one or more enemies in the encounter.
Mustang is constantly strong due to a pretty powerful primary weapon for mid-range but what makes him stand out these days is his gadget. It is often a one-hit kill, it goes through walls and is not affected by suppression. With the advent of Svarog, Mustang was indirectly buffed as he counters the now-dominant support.
