Mid-scope updates are a way for Riot Games to bring older League of Legends champions up to speed with the more modern ones, without having to work over them for months.
They have already done quite a few of those to other champions, with only a few not being any success, such as the case of Taliyah. The rest have breathed new life into their champions.
In the case of Neeko however, her mid-scope update, that is her mini rework, is not due to the fact that her abilities have grown too old to keep up with the meta. Instead, she has never been capable of that in the first place.
Unfortunately, even though Syndra got her update mere months after getting announced, Neeko's is still a ways off, as Riot Phlox explains:
"She's still a little while out since the strongest tomatoes take the longest to ripen."
This is due to the fact that Neeko was originally supposed to be a bot lane mage, with enough versatility to be played as support and mid lane as well. Some even recommended her in the top lane.
Due to this, she has never managed o do competitively well in any role. However, unlike Syndra's mid-scope update, where her problems were easy to discern, updating Neeko effectively while keeping her playful and mischievous essence is another matter entirely.
