While Ryze would be envious of LeBlanc's win rate, he is the only champion in League of Legends to do so. After all, no matter how much we hate this champion, the buffs that Riot Games handed to her in patch 12.14 were more than needed, with her 48% win rate.
It's definitely not a good time for mid-lane burst mages or assassins in the game currently, and Riot seem to agree. Thus, RiotRuru has announced that LeBlanc is getting some additional, stealth buffs on top of the ones found in the patch notes.
The buffs in the patch notes give LeBlanc base mana and mana growth increase, and the base damage of her W increased during late-game.
However, the stealth updates are targeting precisely her W for some extra buffs, to make the champion viable once again, by updating her W damage from 75/115/145/195/235 (+60% AP) to 75/115/155/195/235 (+60% AP).
The former, of course, being the already-updated damage in the current patch, and the latter the extra buffs the champion is receiving.
It seems like the statement Riot Games gave in the patch notes was not taken seriously enough by even themselves, and a quick hotfix was needed:
"LeBlanc has taken quite a hit after the Durability Update, unable to keep up with everyone's increased stats. We're looking to snap her back into reality by relaxing her ability's mana constraints and giving her more mana to poke her opponents down into her kill range."
