Selling champion skins is what Riot Games do. The issue arises when the skins directly impact the League of Legends meta. And not in a pay-to-win sort of way.
With League of Legends patch 12.13, Riot Games buffed Fiddlesticks with a few buffs that skyrocketed his win rate and made him one of the best junglers in the game. Aside from those such as Kayn and Diana of course, with their tank builds.
Patch 12.13 offered Fiddlesticks the following buffs, propelling him from a 49% win rate, to 54% in a short couple of days:
- Q - Terrify Fear Duration: 1/1.25/1.5/1.75/2 --> 1.25/1.5/1.75/2/2.25
- R - Crowstorm Total Damage: 625/1125/1625 (+225% AP) --> 750/1250/1750 (+250% AP)
Some players have theorized that this was done to boost the sales of skins, as Fiddlesticks got a Star Nemesis skin in the same patch, and we are poised to believe this theory.
The other champions that received skins with Fiddlesticks are those that are already popular and pick rates are what sell skins at the end of the day.
To corroborate our claim, merely one patch before the Seraphine buffs were implemented, she also gained a skin. And, it was during this time, that Seraphine was being slowly removed from the meta, before her meteoric rise, and is now, once again, getting a nerf, as a new line of skins in being released.

And, in addition to all of that, Taliyah also got a buff in patch 12.13, which is now followed by a Star Guardian skin in patch 12.14, after her pick rate has improved.
