Destiny 2 didn't manage to meet the revenue targets after the weak Lightfall performance which led the executives at Bungie to make decisions about cutting costs, such as laying off 100 people.
As a result, there was a lot of backlash globally and this included the Destiny community, which could potentially be the reason why the company issued an apology.
That said, the wording is somewhat dubious so it is not that apparent why it was published.
The Our Path Forward letter basically thanked the fans for their support and the response to The Final Shape reveal. One interesting note is that Bungie apparently wants this expansion to be well-regarded, along the lines of The Witch Queen, The Taken King and Forsaken.
Additionally, the letter mentions there are about 650 people working on Destiny 2, possibly in an attempt to reassure the fans the expansion will be high quality following the delay to June 2024.
The last lines in the letter mention going "out of the Darkness and into the Light", which is obviously a play on key terms in the game's lore but also alleges that Lightfall's lack of quality shouldn't be repeated.
Considering there is a lot of flak the company will catch over the layoffs, Bungie might elect to have fewer posts in the near future. For example, there was no This Week In Destiny this time around, possibly because some of the people who usually wrote these were fired.
