Bungie seem to have finally gotten the memo that Quickdraw nerfs will not make people magically stop using the most forgiving weapons in Destiny 2 PvP and announced maybe some more nerfs. Dead Man's Tale is also in their crosshairs.
Dead Man's Tale is a force to be reckoned with even without the catalyst but when the upgrade is applied to the weapon, it becomes a monstrosity that is highly effective at all ranges. Therefore, it is no surprise that this is the dominant Scout Rifle that can stand up to the 120 RPM Hand Cannon meta.
Since this particular meta will shift when the next season hits due to 120 RPM HC nerfs, Bungie are anticipating a rise in DMT's popularity. For that reason, they prepared a change that is supposed to hit the weapon's long-range capabilities while hip-firing. In other words, you will at least have to ADS if you want to keep killing people at long range but it looks like you will still have a Scout Rifle that is good at hip-fire spraying in close quarters.
If that change sounds vague, wait until you hear about the shotguns. Bungie only noted that they are looking to bring other Special weapons up to par but this will apparently be done through tuning and possibly do something about map design.
Other than that, they didn't specify how they will tackle the incredibly high usage rate of Shotguns in PvP.
