In The Blood of Dawnwalker, Manuals are the gate on your Skill Tree, not Skill Points. You can be sitting on a full bar of unspent points and still not be able to touch a Perk or Ability if you haven't found the Manual for it first. They turn up scattered around the world as loot, but a handful of vendors sell them too, which is a far more reliable way to fill out a specific branch than hoping you stumble across the right one.
Ursul is one of those vendors, and he's worth knowing about early. He's not just a shop sitting in the open world - he comes with his own quest chain, which is also how you actually meet him in the first place.
Finding Ursul: Lucky Crossing
You meet Ursul through a quest called Lucky Crossing, picked up near the Svartrau Outskirts when you investigate Ambrus' prisoner transports.
Ambrus is moving prisoners through his fiefdom, and looking into where he's taking them leads you to intercept one of the transports.
Free the prisoners and one of them turns out to be a self-described skilled fencer who offers to teach you a thing or two - that's Ursul. Once the prisoners are free, the quest updates to Meet Up with Ursul, pointing you toward his camp to follow up.
Freeing Ambrus' prisoners also raises your Infamy with him specifically, tracked on the Court screen, so this quest chain doubles as a step toward destabilising Ambrus' hold on the valley.
You Have to Duel Him First
Walk up to Ursul and he's not immediately forthcoming. Ask if he can teach you swordfighting and he brushes it off with a flat "we'll see about that." Before he'll actually train you or open up his stock, you need to prove yourself in a duel against him. Win, and Ursul becomes available as a vendor from that point on.

Once he's set up, Ursul deals specifically in Swordmastery Manuals. What's in stock includes:

With this much of the list covering blocking, parrying, and countering, Ursul is a good vendor to check early on if you're planning to lean into Swordmastery generally.
