Silver is one of the few restricted materials in The Blood of Dawnwalker, and offloading it isn't as simple as walking up to any old merchant. There is a Silver Trader in Svartrau City, tucked away in Altenmarkt, one of the districts inside the city walls west of the Cathedral Complex. This trader deals in weaponry, armour, accessories, and consumables on top of the illegal silver - but the first time you find him he won't act like one.
How to Unlock The Silver Trader
Walk in and ask him outright what kind of merchant he is, and he gets cagey. He tells you that if you don't already know, you're not the right customer for him. Coen, at this point, simply walks off. He's not lying about being a Silver Trader, he's simply not going to admit it to a stranger who hasn't proven they're part of the right circles yet.
Getting him to open up is tied to joining the Manumits, and that means raising your Infamy to Notorious or higher first. Infamy climbs as you disrupt Brencis' Court - clearing camps, destroying barrels, raiding blood cellars, and generally causing trouble across the region.
This connects to the Where Loyalty Lies quest, one of the first quests you pick up during the opening, when Sara takes you to meet Crake, the Manumits' leader, at their rendezvous point. Crake won't let you join outright - he wants proof of what you're capable of first, which is where the Notorious requirement comes in.
Once your Infamy hits Notorious or higher, you'll be invited to meet with the crew and officially join the Manumits. That's the unlock. Head back to the Silver Trader after this, and on your next visit he'll finally admit what he is - from then on, you can sell illegal silver to him freely.
