Pierre is one of the characters that were prominently featured in Jagged Alliance 3's marketing campaign, including the key art which shows him alongside some of the mercenaries you would recruit through normal means.
However, Haemimont decided to give players various options on what to do with him and since he is connected to the story, there will be some minor spoilers here.
That said, let's get into recruiting Pierre, the first outpost boss we encounter.
Recruiting Pierre in JA3
You will meet Pierre as an antagonist early on and will even have to go and defeat him in the fort on Ernie Island. If you don't kill him there, you will have an opportunity to recruit him later on, provided you complete some prerequisites.
In general, Pierre will end up liking you if you do things for the good of Grand Chien but it is enough to simply help out the Ernie village and "reform Bastien".
Helping Ernie village is straightforward - preventing any lynchings, and especially the attempted lynching of Pierre's father, give them a machine gun and train militia.
In the case of Bastien, you can shake him down the first time you meet him - at the very beginning of the game before seeing Corazon and Emma. Then pass a speech check the next time you meet him on Ernie island in order to get him and his family to back off without killing them. After that, you will meet him in the Refugee Camp and here you need to convince him to smuggle goods free of charge.
When you've done those tasks, you can find Bastien in Camp Bien Chien, an enemy outpost on an island to the far right of the map. Once you get there, you will need to defeat a bunch of enemies and you can encounter Pierre in the yard. Talk to him, ask him to join you and with the influence check passed, he will become a new merc without a salary.
