Patch 12.18 is already out on the PBE, and it features the new skin line Riot Games revived via player vote. The buffs and nerfs, though, are what interest us the most, and in particular their details.
League of Legends patch changes must first be tested on the Public Beta Environment servers, before going live. So, due to that, we have the option of knowing which champs Riot Games are buffing and nerfing, before the patch goes live.
There is also the option of trying out the new skins, of the Fright Night skin line , for free once they go live on the rest of the servers. However, the details regarding the buffs and nerfs interest us more.
The full champion buffs in patch 12.18 will be:

As we can see, Thresh is getting buffs to make him as powerful as Leona currently is, while champions such as Miss Fortune and Hecarim need to be nerfed once again, in the exact places Riot buffed them just two weeks ago.
