Xur is back once again and he's selling a lot of high stat armour, allowing even newcomers to Destiny 2 to gear up quickly, provided they have the necessary shards.

You can find Xur in Watcher's Grave on Nessus.
If you're not familiar with the location, just spawn on the aforementioned landing zone and go straight ahead towards the giant tree. Xur will be on one of the branches and you are likely to see his exact location due to a large concentration of Guardians there.

Recommendations
While Titans have three armour pieces with over 60 stat total just like the other classes, all their Recovery rolls are fairly low so we would suggest you weigh your options before buying anything.
Hunters really lucked out with those 66 roll gloves and they will be a great addition, no matter what you are running. The helmet also has 21 Recovery so it's a great pick as well.
Despite having extremely high stat rolls this week, Warlock armour only offers decent Recovery on the helmet and since the other two have high mobility, their usefulness is dubious.
