Unlike regular Minecraft which required a lot of learning through experimentation, Minecraft Legends is a pretty straightforward game that tells you all you need to know.
Still, some of the journal entries may be missed, which leads to confusion in certain parts of the game, like raising the cap for the units you can bring on the adventures.
In the beginning, you can only have the stone and wood golems who are adept at wrecking buildings and killing Piglins, respectively, but raising the "unit" cap is actually the more correct term since Creepers and skeleton archers are available later on, along with others.
In any case, if you want to bring more units while turning the tide against Piglins, you will need to build Improvement: Flames of Creation at the Well of Fate.
Well of Fate is the building at the centre of the map where all such improvements are handled and there is a limited number of space you can utilise for them. Therefore, choose carefully what you build since the improvements page offers a whole lot of options.
Open the Improvements tab in your journal (default R on keyboard and mouse), and you will see it among the other options. You can also quickslot the upgrade from this screen.
Building Flames of Creation upgrade will increase the unit cap by four and it will set you back 100 Stone, 100 Prismarine and 25 Gold.
Flames of Creation+ will cost 400 Stone, 400 Prismarine, 100 gold and take up more space but it will raise the cap by 10.
That's all there is to it. Build your improvements wisely and wreck the Piglins. Have fun in the Overworld.
