Jagged Alliance 3 has a huge roster of mercenaries, many of whom excel in one thing or another but it seems like the only thing Smiley excels at is being useless.
With Dexterity starting at 56, he is pretty horrible but if you still want to recruit him, here is a quick rundown on how to do it along with some tips.
Getting the Smiley recruitment mission
There are multiple ways to start the mission to look for Smiley but it's probably easiest to just go to Pantagruel Slums, talk to Maman and ask about Mollie's kidnapping.
Investigate the nearby bathouse, then the upper floor of the brothel and finally the roof to figure out she wasn't kidnapped. This will instruct you to speak to the priest in Fleatown La Bou. Don't do that just yet.
Preparing for the battle
It is highly recommended to go to Boss Blaubert's mansion first and pick up his quest to rescue Luigi from The Good Place. Complete that quest and Luigi will hint he wants to go kill Blaubert.
Return to the mansion, say you will back Blaubert but only intervene when he is directly in danger - make sure his guards suffer as many casualties as possible.
When that's done, go to Fleatown La Bou, talk with the priest and say you know he is hiding Smiley. You can then speak to the merc in the hidden room, at which point you will get attacked by 11 gangers or so.
Kill them and Smiley will attempt to execute the priest. You need to pass a high Leadership check to save the priest's life.
At that point, Smiley leaves to confront Blaubert at his house. This will be a tough fight due to the sheer number of Blaubert's guards so it is highly recommended you bring two squads to the confrontation. They don't need to be full squad as the encounter was possible with eight mercs on normal difficulty.
When the shooting starts, you will need to prioritise killing enemies that threaten Smiley because he will just stand in the middle of them and probably miss point-blank shots while leaving himself exposed.
Completing the fight results in Mollie leaving and Smiley can join the team. Smiley's stats are pretty bad as he has high marksmanship and strength but low dexterity, which makes him unreliable in both melee and ranged combat. His ability makes him tired, exhausted or even unconscious, depending on how many times you use it before resting.
