Xur is located at the Tower this week. He will be in the Hangar and the easiest way to get there is to spawn in the Courtyard, place a marker on Amanda Holliday and proceed to meet her. Then turn left and go towards the aircraft landing platform. Xur will be on a catwalk to your left, as seen on the image below.
He is selling Trinity Ghoul this week. This bow is fairly useful in PvE for clearing mobs quickly since it has chain lightning capabilities. Its usefulness in PvP is limited but when it has the Catalyst, the effect will happen more often since it will activity from any source of Arc damage. This is one of the Destiny 2 weapons that are on the fun side of things and you will thoroughly enjoy using it.
Hunters can grab a Gwisin Vest which is rather useful in PvP, as painful as it might be to admit. The reason is that this piece enhances Spectral Blades, easily the most hated Super inside of PvP but kills with this armour on will extend its duration. Grab it, kill others easily and be hated for it.
Armamentarium is one of the best-looking armour pieces in Destiny 2 but its usefulness isn't quite there yet. If you are sporting Demolitionist weapons, this chest piece can be useful so you can reload said weapons by chucking grenades while also powering grenade energy with each weapon kill. This can create an interesting dynamic in both PvE and PvP but the benefits are situational at best and there are better options all around.
Vesper of Radius is useful for Warlocks who like pretending they are a bomb waiting to go off. Once you use a Rift with this robe equipped, you will burst out with Arc energy, damaging everyone around. This may be useful in PvE but it's pretty much a meaningless suicide in PvP. The other part of the bonus can be useful in PvP though since it reduces the Rift cooldown as long as you are close to allies.
With Empowering Rift and a 120 RPM Hand Cannon, you can two tap Guardians for days.
