Warlords of New York introduced several things that players were desperate for, such as better inventory management due to stat storing and dog petting. We have seen doggos all over New York and Washington D.C. but this is the first time we can pet one. Just another warning before we get into it - mild spoilers for WoNY will start with the next paragraph.
You can find this puppy in Haven, which is the headquarters for the former JTF personnel who have rebranded as the Peacekeepers. It will also serve as your base of operations in the expansion. The first time you enter Haven, you will be prompted to go to Paul Rhodes' office which is to the right from the entrance.
In order to find the dog, you will want to take a left instead and go through a doorway, past Rhodes and until you reach Roy Benitez. When you find the latter, you are pretty much there as the dog's house is next to Benitez's stand. All that remains is to approach the beautiful furball and give it all the pets in the world.
Warlords of New York added plenty of other quality of life changes as well as new progression which is pretty much infinite. Do not get alarmed for not getting any Gear Score upon reaching level 40 - Massive Entertainment planned it that way. Instead, players will now be earning SHD levels that are kind of an infinite progression system.
