Massive Entertainment posted patch notes for The Division 2 Title Update 8.4 which dealt with some of the issues brought with Warlords of New York expansion. Some bullet sponges were nerfed along with overall PvP damage.
Warlords of New York brought new content to The Division 2 but not all players were happy with the updates that followed it. NPC enemies proved to be even bigger bullet sponges, severely impacting everyone's enjoyment of the new content.
To address this, Massive Entertainment adjusted the NPCs' numbers on key stats. Damage output has been reduced across all difficulties, which should let players manoeuvre around the battlefield without getting shot down immediately.
Group scaling also posed a major issue was groups of three or four agents had to go up against bona fide Terminators that just brushed off The Division's bullets. Both health and armour scaling will be reduced for NPCs after the update.
Additionally, Hard and Challenging difficulties will see adjusted armour and health values. Heroic and Legendary difficulties will have these values increased though, in order to compensate for the group scaling reductions apparently. According to the patch notes , solo and duo players will have it harder in these difficulties. Trios will be the same and full squads will have it easier.
When it comes to those mechanical menaces that are Warhounds, they have been nerfed as well. Their health overall has been reduced while both 360 minigun and sniper Warhounds' damage was diminished as well. Grenadier Warhounds' weak points now have less health.
Players who didn't purchase Warlords of New York will see some improvements as well. The difficulty for World Tier 1-5 will now be adjusted separately from level 31+ content. Therefore, NPC health, damage and armour will receive further reductions in this bracket.
PvP participants should become spongier though. Everyone will do 20 per cent less damage in PvP while Rifles and Marksman Rifles will have 10 per cent damage penalty on top of that.
