Ubisoft have announced that the recent feedback The Division 2 players provided raised new balancing concerns and that the developers will focus on for the moment. This will result in Title Update 3 and Dark Hours raid being delayed.
According to Ubisoft, the reception of the Title Update 2 that launched the Tidal Basin stronghold has been generally positive but players have raised many concerns regarding the balance as well as many improvement suggestions.
Teams at Massive Entertainment and presumably Red Storm Entertainment will focus on balancing PvE and PvP components for this reason. The developers on Reddit that the general idea for The Division 2 is to balance these sections separately but it is unknown whether the next set of changes will be encompassing all game modes.
Because of the shift in focus, the raid and Title Update 3 have been pushed back in order to fine-tune the balancing issues first. One of the major problems players encountered was with normalisation.
In case someone was running a build that utilised the minimum amount of skill power required to activate certain mods, their build would get ruined with normalisation as those values would go down, rendering the skill mods inert in the process. Furthermore, the PvP damage modifier will go down to 40 per cent from 75 per cent, meaning the weapons will do less damage to players and will result in a higher time to kill. This could potentially ruin the lives of those using the one-shot sniper build but further testing will be needed. In general, this change should provide a higher time to kill (TTK), giving those who are being shot at more time to react.
The developers seem to be working really hard on balancing the PvE part of the game as well, but most of the work is happening behind the scenes, which could mislead players into all the power in PvE is being taken away from them.
In reality, this is to remove the feeling of bullet sponges from players who are not using some of those talents that are considered the best. Therefore, NPC health pools , which should provide roughly the same time to kill but bring talents more in line with each other.
