Xur is back to once again antagonise Titans who just keep getting Mobility armour pieces.
Destiny 2 players can find Xur in Winding Cove, EDZ, this week.
If you are not familiar with the location, spawn at the landing zone, turn slightly left and go to the ridge that splits the road into two. Take the path right until you reach a crashed Fallen ship. At that point either climb the rocks next to it or walk through the tunnel underneath to reach the vendor.
Bungie once again blessed Xur with mediocre items and frustrating Titan armour pieces.

It's hard to recommend anything from this week's offerings since the price in Legendary Shards is pretty high unless you had a stockpile from before or farmed up a bunch with the Guardian Games exploit before it got fixed.
Technically, True Prophecy with Opening Shot and Rampage could once again become good in PvP at some point but until it becomes able to two-tap with a single stack of Rampage, it is not going to get you far.
