Artefact weapons and gear in New World will basically behave like the Exotics in Destiny 2 - they have additional and often unique bonuses but you can only equip one at a time.
Amazon Game Studios didn't officially announce their locations yet but the live servers will most likely get them in the same locations as PTR.
That said, the test realm has been updated already and people have found where to locate each of the precious items, which are mostly distributed in different playlists.
