Materials can be gathered within the game world, often discovered in chests or obtained as enemy drops. The necessary materials for upgrades encompass various types of Deralium ore, along with the in-game currency known as Vigor.
As for the proficient individual for weapon upgrades, you'll encounter this character in the Pilgrim's Perch Descent area, immediately following the Bellroom Vestige. Next to this Vestige is an elevator that you must activate, accessible from the lower levels. Once activated, it will serve as a shortcut for a subsequent boss encounter with Gentle Gaverus, the Mistress of Hounds.
Under this elevator lies an area guarded by a shield-bearing enemy and a pack of hounds. Climb down the ladder into this chamber and eliminate the enemies. A shielded enemy will yield a prison cell key, which you can then offer to the blacksmith locked within a cage in the same room. The blacksmith, known as Gerlinde, will relocate to Skyrest, your central hub, after you engage in conversation with her and provide her with the key.
