Patch 14.7 focuses on the reworked Skarner, who is currently struggling with a low pick rate and win rate. Most of the champions on the list for adjustments are enchanter champions, including Sona and Nami, who are set to receive buffs. 

Patch 14.6 brought significant nerfs to powerful picks like Karma and Smoulder while also providing buffs to less popular champions such as Galio. The meta in League of Legends is still evolving, with small shifts beginning to emerge.

Looking ahead to Patch 14.7, the spotlight is on the reworked Skarner, who is already undergoing changes in the PBE (Public Beta Environment). After almost 13 years, Skarner is finally undergoing a much-needed rework to revitalise his presence in the meta. Currently, the "Crystal Vanguard" is struggling with a mere 0.9% pick rate and a 48% win rate, rendering him a less favourable Jungle option.

This upcoming rework will introduce a new passive ability for Skarner and overhaul several of his existing abilities. The aim is to make him a more appealing and adaptable choice in ranked matches and other game modes. While there haven't been many changes announced yet, most of the champions on the list for adjustments are enchanter champions. Sona and Nami are set to receive buffs, while Riot continues to work on bringing Karma to a balanced state.

As per the official patch schedule, Patch 14.7 is set to roll out on Wednesday, April 3rd. This marks the seventh patch among the 24 updates planned for the year. Below are the current planned adjustments and numbers, but it's important to note that these buffs or nerfs may undergo further changes in the coming days.

Champion Buffs, Nerfs and Adjustments

Camille

  • Camille's Q Precise Protocol has increased movement speed, going from 30/32.5/35/37.5/40% to 30/35/40/45/50%
  • Her Q's cooldown was lowered from 9/8.25/7.5/6.75/6 seconds to 9/8/7/6/5 seconds
  • Her W Tactical Sweep's outer cone damage increased from 5/5.5/6/6.5/7% Max HP to 6/6.5/7/7.5/8% Max HP
  • Her E Hookshot's damage was lowered from 80/110/140/170/200 (+90% Bonus AD) to 60/90/120/150/180 (+90% Bonus AD)

Diana

  • Diana's Passive Moonsilver Blade tooltip was updated

Fiora

  • Fiora's base AD got lowered from 68 to 65

Galio

  • Galio's Passive Colossal Smash's damage was increased from 15-200 (+100% AD) (+40% AP) to 15-200 (+100% AD) (+45% AP)
  • His W Shield of Durand's damage reduction was increased from 20/25/30/35/40% to 25/30/35/40/45%
  • His E Justice Punch's damage was increased from75/115/155/195/235 (+90% AP) to 90/130/170/210/250 (+90% AP)

Karma

  • Karma's Ultimate now offers more shields, going from 50/90/130/170 to 60/110/160/210
  • Her ult now shields secondary targets. They will now receive 100% of the extra shield value instead of 30% of the total shield value

Riot continues to struggle with Karma, as there is a very fine line between her being an absolute beast and her not being able to even scratch enemies.

Kayne

  • Kayne's Q Reaping slash now does more damage, going from 75/95/115 /135/155 (+80% bonus AD) to 75/95/115 /135/155 (+85% bonus AD)

Lux

  • Lux's Passive Illumination now does more damage, going from  30-200 (+25% AP) to 30-200 (+30% AP
  • Her Q Light Binding's Damage increased from  80/120/160/200/240 (+60% AP) to 80/120/160/200/240 (+65% AP

Nami

  • Nami's W, Ebb and Flow's damage was lowered from 60/100/140/180/220 (+55% AP) to 60/95/130/165/200 (+50% AP)
  • Her W’s damage AP ratio was lowered from 55% to 50%

  • base heal was increased from 55/75/95/115/135 to 55/80/105/130/155
  • Again, the AP ratio was increased from 25% to 40%
  • Her W cooldown got lowered from 10 seconds to 9 seconds
  • The bounce reduction got lowered from -15% to -10%
  • The bounce reduction AP ratio got adjusted from 7.5% per 100 AP to 10% (this is a buff)
  • Her E-Tidecaller's Blessing's base damage got lowered from 20/35/50/65/80 to 20/30/40/50/60

Nami was being a menace in the bottom lane and was outperforming a lot of other caster supports. The problem with Nami is that her kit is quite versatile; she can be an excellent support and at the same time dish out a lot of damage and cc. So balancing her becomes a literal nightmare. Hopefully, these changes are going to be enough to stabilise this fish out of water.

  • Nunu's recommended items were changed in the shop

Nasus

  • Nasus's Passive Soul Eater now has increased life steal, going from 11/16/21% to 12/18/24% 
  • His Q Siphoning Strike was buffed from 30/50/70/90/110 (+Siphoning Strike Stacks) to 40/60/80/100/120 (+Siphoning Strike Stacks) 

Olaf

  • Olaf’s Q Undertow now deals 5 to 25 bonus monster damage
  • His W, Tough it Out’s attack speed duration got increased from 4 seconds to 5 seconds
  • Also, his W Tough It Outs mana cost increased from 30 to 50
  • His E Reckless Swing’s cooldown refund is now increased to 2 seconds against monsters
  • His R Ragnarok now costs 100 mana
  • Ragnarock’s bonus AD got adjusted from 10-30 to 15-25
  • Ragnarok’s move speed got adjusted from 20%–70% to 30%–70%

Olaf is a champion who's often neglected and not on the spotlight. In fact, many argue that Olaf should be the one receiving the next rework after Skarner. His playstyle has gotten somewhat stale, and as he shares the never-dying aspect with Tryndamere, he hopes Riot makes some distinctive changes to make our favourite Viking stand out.

Rek'Sai

  • Rek'Sai's Passive Fury of Xer'Sai's healing was lowered from 12-20% to 10-20%
  • Her Fury Gain Reduction got adjusted from 50% against minions to 20% against minions

Rell

  • Rell's base magic resist got buffed from 30 + 1.85 per level to 30 + 2.05 per level 
  • She no longer has any damage modifications against monsters, ultimately killing her as a jungler 

Rell was being a menace in Summoner's Rift as she forgot that she was a support tank. Yes she shortly fell off the wagon and joined the junglers in Summoner's Rift and she was quite good at it too, so Riot decided to put this lost horse rider back into her own lane and made her so that she can no longer be a viable jungler.

Skarner

  • Skarner’s Passive monster damage cap was lowered from 75-300 to 75-250
  • His Q’s monster damage cap got increased from 100-300 to 100-400
  • The Q bonus attack speed got lowered from 25%–45% to 20%–40%
  • His Q-bonus AD ratio got decreased from 70% to 45%
  • His Q now deals 50% damage to turrets
  • The Q now scales with 70% bonus AD
  • Lastly, his Q’s mana cost was increased from flat 40 to 40-60
  • His W’s width was increased from 100 units to 200
  • His W damage now scales with 80% AP
  • His W slow was increased from 30%–50% to 20%–40%
  • The W mana cost was increased from 30 flats to 40 to 60
  • You can now move while casting W
  • His E-mana cost got creased rom 50 flat to 50–70

Sona

  • Sona's Passive and Q now deal more empowered attack damage, going from 140% to 150%
  • Its total damage increased from 28–336 (+28% AP) to 30-360 (+30% AP)
  • Her Q Hymn of Valour's on-hit AP ratio was lowered from 20% to 10%
  • Her W. Aria of Perseverance's AP ratio was increased from 15% to 30%
  • Her E, Song of Celerity, now offers more bonus ally movement speed, going from 10/11/12/13/14% to 10/12/14/16/18%

Sona is now going to heal more and do more damage. Basically, long story short, its time to spam Sona in the bottom lane.

Smolder

  • Smolder's Q Super Scorcher Breath now has increased Critical Strike Chance damage, going from 0–30% to 0–50%
  • His base armour got increased from 24 to 26

Sylas 

  • Sylas’s Q Chain Lash’s explosion damage to monsters increased from 40% to 70%; damage to minions is still 40%

Volibear

  • Volibear's Q Thundering Smash's crit damage got changed from Total Ability Damage to Total Attack Damage
  • His R Stormbringer's cooldown got increased from 140/120/100 seconds to 160/135/110 seconds 

Most of these champion changes were made for the top lane, as it is often the lane that gets ignored the most. However, whether these changes will be enough or not remains to be seen. Riot has been trying continuously since the last few patches to fix and stabilize things in league. But the game continues to suffer from imbalances. Let's hope these changes work out as intended.

Ranked Changes

In League of Legends patch 14.7, Riot Games will be implementing an adjustment to the LP system, reverting back to the previous system introduced in patch 14.4. This change aims to ensure consistency in rank climbing and reduce instances of players experiencing negative LP gains.

Riot Games has expressed concerns that demotions have been too forgiving under the current system. As a result, they are reducing the demotion LP from 75 to 50 when a player drops to a lower division or rank. This adjustment means that players will need to win three games instead of two to regain their rank.
