Dr. Mundo got a rework in 2021, in season 11 of League of Legends. And Riot Games seem to think they did not do that good of a job on it, after looking at player feedback.
Some time ago, they hinted at the possibility of Dr. Mundo getting his kit adjusted.
And now, after all the testing has been done, we have what should be the final changes coming to Dr. Mundo, on the PBE.

These changes are a prime way to make Dr. Mundo a viable jungler once again, in a healthier way than his previous jungle playstyle.
Coupled with how simple he is to play, and how simplified Riot Games are making the jungle these days, we can see that this is a deliberate attempt at making Dr. Mundo a starter jungler for beginner players.
