Ubisoft have offered a teaser for Operation Wind Bastion a few days back, but Rainbow Six Siege's upcoming content update has received the first details as well. Full reveal is still a week away, and will happen during Pro League Finals.
Year Three Season Four will feature more than just the infamous visual censorship changes, as Operation Wind Bastion will come with a new map and two operators. The map will be a mudbrick kasbah that will apparently offer more roof access than the usual maps, but it remains to be seen if it will be as easy to tear down walls and make murder holes due to the building material.
The map will not be just bleak desert with mudbrick houses though, as Ubisoft mentioned a "breathtaking oasis" that could break the players' focus. One could also focus on how the drones can move around the dust, but that would just ruin everyone's fun.
Rainbow's two operators will come from Moroccan special forces, GIGR - Groupe d'Intervention de La Gendarmerie Royale, who are in turn a regiment of Moroccan Royal Gendarmerie. Commander who granted Rainbow access to the area will be the first among them.
The official post describes him as a stoic, strict and imposing man who inspires respect and has taken it upon himself to guide the future of Moroccan Special Forces, but there is no further indication on what he may employ as combat tactics.
Meanwhile, the second operators has been described in a bit more detail. She is apparently tough as nails specialist for harsh conditions as she is "among the few explorers who can cross the Sahara, climb up the Alps, trek through Asia's rainforests, march along the Arctic Circle and still return to her unit in operational shape. The description ends with a hint on her combat tactics - she's an expert on environmental operations with a knack for pushing the enemy back.

These are still for the map and the operators, but a full reveal is scheduled for the Pro League Finals livestream on 17 and 18 November 2018.
