Roadhog found himself in the crosshairs of the balancing team as it looks like he was one-shotting too many opponents all around.
Considering we are playing the game with just one tank and lack of protection from his hooks, it could be said that the big Australian's hooks became a bit too oppressive.
In any case, when Roadhog hooks a hero now, there is a high chance they can escape with their life due to reduced primary fire damage.
Players who get hooked will still be in a world of hurt but their healers might have a chance to save them. On the flip side, if Roadhog's team is coordinated, they are still highly likely to take the enemy out before they have time to react.
Overall, the changes translate to less solo carry potential and more reliance on teamplay.
