The tweet claims that Kokomi will get released on the second part of update 2.1 which should drop on September 1. This means that Kokomi will hit the liver servers on September 21.

Her weapon of choice will be the Catalyst which makes her the second five-star Hydro Catalyst character, besides Mona. As you can see in the video above, upon activating her Elemental Burst, Kokomi will be able to run on water, which is similar to Mona's sprint interaction.
