Xur seems to be camping the same spot for the last few weeks but Guardians probably won't mind because they can reach him that much easier.
You can find him in the Tower hangar. To get to Xur, just spawn in the Courtyard, put a waypoint on Amanda Holiday and follow it until you reach the destination. Turn left and look for the catwalks on the left and you will eventually spot the vendor, as pictured below.

Tips for Xur's loadout
Skyburner's Oath is a pretty bad weapon, especially because it also occupies your Exotic slot in the loadout so just get it if you don't have it in the collection yet. That way, you will avoid the chance of getting it from the more expensive Exotic Engram Xur sells.
Gwisin Vest would normally be one of the best PvP Exotics around since it extended the duration of the most broken Super in the game, prior to the introduction of Stasis. With all the Stasis nonsense, however, all roaming Supers are running a risk of getting frozen and instantly popped, severely limiting Gwisin's usefulness.
Mask of the Quiet One is pretty good in both PvE and PvP since it can serve as both an energy battery and first aid kit. Simply taking damage makes your abilities charge faster and since this is Destiny 2, you are guaranteed to get shot. Might as well make it useful. After getting critically wounded, scoring a takedown will make your health regenerate entirely. This is especially useful after barely winning a duel in PvP since you will be ready for the next one in no time. The only reason it's not more popular in PvP is that One-Eyed Mask des pretty much the same thing and outclasses it.
Vesper of Radius just makes your Rifts do damage and gives them better recharge rate when surrounded. It would be broken if it popped enemies you could Rift-freeze with Stasis but that's not the case so you will always have better alternatives in both PvP and PvE.
