Obsidian Entertainment have started the development of a new game according to a LinkedIn profile of Daniel Cabuco, who joined the studio last week to work as an Art Director on a new unannounced title.
Cabuco's LinkedIn profile does not reveal additional details so we have no clue what this unannounced game is but if I had to guess, I'd say that it's possible that the Studio Design Director Josh Sawyer is kicking off his new project. It's certainly been a while since Pentiment released and with Avowed also very close to the finish line, it would make sense if Sawyer moved to directing his next game.
This game could potentially be Pillars of Eternity 3 since Obsidian have previously stated they want to make a third game in their CRPG series but this is just our speculation. It's worth keeping in mind that there is nothing official yet regarding this project.

The studio previously stated that they want to release one game every year for the next seven years which would be an incredible achievement so no wonder they always have two to three games in development.
Obviously, not every single game would be a major AAA title, as Obsidian regularly have smaller experiences like Grounded and Pentiment.
All in all, I'm really excited to hear more about Obsidian's next project as I quite liked The Outer Worlds, and Pentiment and can't wait to play Avowed too. Whatever Obsidian's next game is, you can expect it on PC and Xbox Series X|S as well as Game Pass.
