Rell is one of the forgotten League of Legends champions, for whom Riot Games tried a new approach at creating hype, and ultimately failed, making her pick rate one of the lowest in the game.
In patch 12.17, however, they intended to buff Rell, and give her a chance to be picked up by the support mains. However, even Riot were unaware of how to do it.

Initially, however, these changes were supposed to have Rell's E cooldown be a flat 15 seconds, which one of the outspoken Rell mains on Reddit pointed out would result in an overall nerf to the champion. After all, this would give Rell's late game an inconvenience when engaging and peeling for her carry.
For the first time in a while, it would seem, Riot Game took the advice of their player base, and lowered the mentioned cooldown by two more seconds, allowing her to be a force to be reckoned with in the early game, while not making it too oppressive during the late game.
