Death Stranding Director's Cut will be launching on PC officially on March 30, 2022. This has been confirmed by the publisher of the PC version - 505 Games. The game will launch on Steam and Epic Games Store.

To keep it simple, if you own Death Stranding you can upgrade to the Director's Cut edition for $9.99.
However, if you have not purchased the game until now, you can get the Director's Cut edition for $39.99.
