Many skills and talents can be unlocked in Where Winds Meet as you progress through the game, and based on the playstyle you prefer, the ability to sneak behind enemies and dispose of them unseen can be a vital feature.
Once you start the new game, you'll notice that this feature isn't something you get from the beginning, meaning somewhere during your playthrough, you'll come across a place or an event that will allow you to unlock this skill.

How to gain the Touch of Death (Sneak Attack) ability in Where Winds Meet
As with most other unlockable features in Where Winds Meet, killing from behind is tied to a side quest and will be a reward once a specific side quest is done. To unlock this ability, you'll have to tackle a quest called Echoes of Old Battle.
This mission is visible on the map, and it is actually located very close to the starting point in the game, Bamboo Retreat (look for the teleportation stone exactly to the west of this location). See the map image below for reference. You can either travel to this location and start the mission or track it from the quest menu - fragment chapter.
Once you find the mission, all you have to do is see it to the end. There will be a couple of very easy puzzles to solve, and upon doing them, you'll unlock the new General Mystic Art called Touch of Death.
To perform it, press and hold the left stick on your controller to crouch and approach an enemy from behind. Once you're close enough, press R2/RT to execute the enemy in one strike without alerting the others. One bad side of this ability is that once you kill the enemy in stealth, your character will leave the crouching position, making them easier to spot, so keep this in mind.
