Riot Games are looking to subvert the expectations with League of Legends patch 10.4 as they are aiming to introduce some non-traditional champions to the jungler pool. Stars among them are certainly Garen and Zed who have almost no crowd control.
Junglers are typically champions who can augment the potential of the rest of their team so the inherent need for crowd control (CC) is usually a requirement. However, there have been metas where Kha'Zix or Shyvana dominated so it's not impossible to introduce strong champions who are light on CC.
Riot decided to one-up the expectations though, as they are not merely trying to shift the meta in the direction of such champions but also introduce some unorthodox picks.

With better clearing potential, jungle Talon is certain to be a nightmare in the solo queue due to his ability to cross pretty much all the walls and then instagib something.
Diana has had her spell in the jungle so this one will not be particularly odd. The only difference is her recent swap in E and R functionality, which should make her better at setting up fights.
Garen and Darius are usually juggernauts, found only in top lane. In Riot's attempt to make the gank-happy role appealing players in lower ranks, they are also improving these two's jungle potential. While Garen has no inherent movement impairing effects, his silence should prove invaluable in preventing enemies from flashing.
Last but not least is Zed, who is also going to get a jungle-related buff. This shadow ninja is undoubtedly one of the more popular solo queue champions so adding him to the jungle roster is bound to make the role more appealing. On the other hand, he only has a conditional slow and no cc besides that so it remains to be seen whether he will be useful.
