UPDATE: A hotfix on October 8, 2023, fully fixed the quest.
New World: Rise of the Angry Earth is suffering a rough launch due to massive login queues as well as bugs everywhere you look.
Some quests, however, are not actually bugged but only executed terribly by Amazon Game Studios as the items that need to be interacted with are handled server-side, meaning that only one such item spawns and everyone who doesn't get it immediately will have to wait for the respawn.
Unfortunately, some other quests are bugged and block significant chunks of progression.
The new progression tier for the factions is also bugged, meaning it looks like you can't currently progress the level 65 quest.
Generally, players will be sent to their respective enclave to talk with the head of their order and when they attempt to do so, they will see they are unable to interact with the NPC. However, the quest can still be completed, it just didn't tell you that you need to earn 85,000 faction influence before talking to the NPC.
This is indeed a bug and not just an interactable object that needs to respawn. AGS didn't release any official statement regarding the issue yet but it is to be expected it will be fixed soon.
It remains to be seen how much of a priority the faction quest ends up being since there are other massive bugs that need fixing, like the inability to claim season pass rewards.
