A credible Genshin Impact leaker named Ubatcha1 claims that Collei will arrive in update 3.0. This update will most likely introduce a brand new major region named Sumeru. So far the game has introduced three nations: Mondstadt, Liyue and Inazuma.
Genshin Impact 3.0 should arrive around mid-August, assuming Version 2.8 will be the last one of the current major update. The official Genshin Impact social media has confirmed the arrival of a two new characters, Kuki Shinobu and Yelan.

Her model has been leaked in the Genshin Impact 2.6 beta phase but she will most likely become a part of the roster in update 2.7.
