Even though he was heavily hinted to be a Dendro character, it seems as though players will have to wait for a couple of patches for the new element to arrive.
According to a popular Genshin Impact leaker named Lumie, Heizou will be a the first male Catalyst character. Shikanoin Heizou is a mysterious detective from Inazuma and he will apparently have the smallest model in the game.
When it comes to his rarity, there is no official information but he's expected to be a new four-star character. One of the most credible Genshin Impact leakers named Ubatcha1 has confirmed that Heizou is a four-star character.

Even though developer HoYoverse is yet to release the two previously announced characters: Kuki Shinobu and Yelan, they have already confirmed the arrival of the new Anemo user. There is still no information about his role but he is expected to be a support character.
