Hulk is a unique team member in Marvel's Midnight Suns and his hero challenge might be slightly tricky to start so here is how to do it.
Most of the hero roster in Marvel's Midnight Suns is acquired early enough into the game to get to use them through several story missions as well as the general ones, giving the player plenty of time to work on the friendship with them.
However, Hulk is acquired very late into the game, probably because Firaxis didn't want the players to get bored by having an overpowered character throughout a significant chunk of the adventure.
It is for this reason that Hulk / Bruce Banner doesn't have a friendship system at all and his challenge is started in a different manner.
In order to get access to the Hulk challenge as soon as possible, make sure to upgrade at least three of his abilities as soon as you get him. You should have plenty of resources and spare cards by that point in the game.
With the upgraded abilities, take Hulk on three general missions with you to unlock the Change of Plans research. You will need to do another general mission after that to move the time to the next day.

When Change of Plans completes, a new research will be unlocked, called Energy Drink. The prerequisite here is to upgrade three Hulk abilities but it's retroactive so you can start it immediately.

Do another general mission, come back to the Forge next morning and complete the research to unlock the challenge mission. Once you complete the challenge, you will gain access to an extremely overpowered Heroic ability so make sure you don't miss it.
