Fosse Noire mine is pretty close to the initial landing zone where you arrive after leaving Ernie Island in Jagged Alliance 3 but it can't be obtained through normal means as it is held by the Maquis, who are some of the few allies you have in Grand Chien.
Haemimont gave the players two options to obtain the mine for themselves - through annihilating the Maquis at the mine or by succeeding Chimurenga, their leader.
The first option is self-explanatory and definitely not recommended as it will ruin your reputation with Pantagruel, severely diminishing the mine's yields. However, the second option will give you the maximum returns and reward you with a unique weapon.
How to obtain Fosse Noire peacefully
In order to obtain the mine without fighting, you will need to raise your reputation with Pantagruel to 100. This is done fairly easily by completing the missions from NPCs around the city and the Pantagruel Slums as well as defending it from the enemy attack squads.
Furthermore, upon meeting Chimurenga for the first time, he will give you Maquis Manifesto pamphlets to give to named NPCs around the savanna, even outside Pantagruel. Some of these include Hyena, the head of the poacher camp, Maman Liliane, Lalee Leewaylender, Boss Blaubert, etc.
Upon reaching 100 loyalty with Pantagruel, you can open the satellite view (default M) and you will receive a call from Chimurenga, stating he wants to talk to you about the future of the Maquis. At that point, just go to Pantagruel and talk to him and he will give you the mine as well as The Lion's Roar, a unique UZI.
What to be wary of
You can completely mess up this process by not meeting Chimurenga before going to save Biff Apscott. If you play it out this way, he will appear in one of the waves with his Maquis and demand the Green Diamond from the incompetent mercenary.
Should you choose to not give him the diamond and protect Apscott, you will have some dialogue with the Maquis leader afterwards, even allowing you to play the matchmaker for him and Liliane but you will not be able to obtain the mine or the unique SMG.
