Project: The Perceiver is a codename for a brand-new Chinese action RPG from the developer Papergames, who just dropped a stunning first trailer, showcasing a vast open world and impressive combat mechanics.
You'll notice straight away that the game is heavily inspired by From Software's action RPG Sekiro: Shadows Die Twice since its combat system is very fast-paced and heavily emphasises parry mechanic.
Project: The Perceiver is based on the Chinese Lao Zhuang canon and the official website seems to hint that we'll get several playable characters which could offer a unique way to play but this is yet to be officially detailed by the developer.

At the moment, Project: The Perceiver does not have a release date nor confirmed platforms. However, the developer did mention that this is a multiplatform release so expect it on PC, PlayStation and Xbox.
