Whenever there is a poll on forgotten champions, or those that hardly anyone plays, tell is at the top of the list. Riot may try and change that with a mid-scope update.
Recently, Riot have taken to a new practice, one where they give a champion a mini rework and call it a mid-scope update. Well, whatever floats their boat, as long as the reworks are as effective as the ones done recently on Swain, Taliyah, and Olaf.
The next champion on the list may be Rell though, as a post on Reddit garnered the attention of Reav3 themselves, a Riot employee, where he stated, regarding the question on what the deal with Rell is:
"Rell is a champion we talk about as a possible target for a mid-scope update, similarly to what we have done wi Swain/Olaf/Taliayh. We think we could smooth out some issues brought up in this thread with an update like that. We haven't started work on one yet, but she is a CHampion we feel is fairly high priority."

They then go on to explain the issues that got Rell into the position she's in in the first place, with her core kit of horse from equaling speed, and unmounted form tankiness having to be toned down to an extent of removing all of the uniqueness.
Whatever the case may be, and whatever kind of changes Riot have in store for Rell, it's definitely going to be better than just leaving her to wallow in the position she is in right now.
