The tiny master of evil, please stop laughing, is as famous for his stacking as the top dog of the top lane is. The champions are not relevant in the meta in the same manner though, and for that Veigar is getting a significant buff.
An enthusiastic master of dark sorcery, Veigar has embraced powers that few mortals dare approach. As a free-spirited inhabitant of Bandle City, he longed to push beyond the limitations of yordle magic and turned instead to arcane texts that had been hidden away for thousands of years. Now a stubborn creature with an endless fascination for the mysteries of the universe, Veigar is often underestimated by others—but even though he believes himself truly evil, he possesses an inner morality that leads some to question his deeper motivations.
On the Rift, though, Veigar is more straightforward than that. Keep farming with your Q ability, stack up stacks of Phenomenal Power, buy a Rabadon's Deathcap, delete everything that moves late game. That is how it should be, at least. Unfortunately, that is not the case in the current meta.
The fact of the matter is that Veigar just takes too long to scale and is currently more useful for his crowd control potential, especially if he builds Everfrost than his damage. For that reason, Riot are buffing his q abilities cooldown and sack potential.
Now Veigar's Q will have a cooldown lower by one second, to help with early farming, while it will also give 3 stacks of Phenomenal power for every large minion and monster killed.
We all know of the revitalization that Nasus experienced once his stacking was buffed. Though Vaigar's is not upgraded to the same extent, they stack different things, as Veigar stacks ability power which can further be boosted by items bought from the shop, and these buffs may be just what Veigar needs to come into his own once again.
