GTA Online's heists are some of the best content there is to play in the mode and you will not depend on bad matchmaking to start one in the future.
Rockstar Games created a game spanning several generations with GTA Online but they failed to make it have competent matchmaking that doesn't leave us in suspense for prolonged periods of time while gathering a grand total of up to three additional players.
This issue has almost killed the ability for the players to enjoy the heists older than the Doomsday Heist chain since most of them require four players. Had it not been for Discord and other means of finding groups, GTAO could have ended with less popularity and a shorter life span.
Rockstar will attempt to remedy this issue in the future but not by directly affecting the matchmaking. Namely, the Cayo Perico heist lets players go through the heist on their own. Adding more members to your crew gives them a cut but also gives you additional opportunities to scan the area and potentially get a better take.
In an interview with GQ , a Rockstar dev noted that this approach will return in the future and allow us to go through heists without relying on getting a full team.
Considering the older heists still require teammates, it's safe to the players would be happy if they could be altered in some way but given their complexity, it's hard to imagine they will redesign the heists to accommodate just one player.
