Each Devil May Cry game since Devil May Cry 3 featured Vergil as a major antagonist, anti-hero and a playable character on occasion. This is likely due to Capcom being aware of Vergil's massive popularity surge since Devil May Cry 3 as fans loved the intricacies of rivalry between him and his brother Dante.
He reappears in Devil May Cry 5 after a major plot twist and continues being his old self, seeking to defeat Dante but being bound by his moral code, if you can call it that. Ever since that happened, every fan started wondering if we would get to play as Vergil, which we technically already did but a may have leaked Capcom's future plans.
He appears in files tied to Bloody Palace update which was already known as being in Capcom's post-launch plans, with some lines referencing him as a playable character. Considering Devil May Cry 5 featured more playable protagonists than any earlier game in the series.

One thing that could be a potential deterrent here is the apparent multiplayer that could be available in Bloody Palace as playing V and Vergil at the same time would be a bit silly. On the other hand, it's hard to imagine Capcom would pass on the opportunity to let fans play together as Dante and Vergil, especially since they evolved their rivalry into a friendly one.
