Turn 10 have announced that they will be removing all loot boxes or Prize Crates as they are called in Forza Motorsport 7 in an upcoming update as a part of summer changes for the game. The impact of loot boxes was reduced in the meantime.
Alan Hartman, the studio head at Turn 10, stated that it was "the overwhelming feedback" that made the studio realise that "this system feels out of place in the game". Loot boxes were always out of place in video games, but it's good at it's finally being acknowledged publicly.
This resulted in a decision to pull all loot boxes from Forza Motorsport 7 and Hartman has announced they won't be coming back. On top of that, paid tokens will not be coming to replace them and the tokens will not be a part of upcoming Forza Horizon 4 either.
The loot box boot won't come at once though, but it will be implemented gradually since the system is apparently deeply intertwined with progression of Driver Gear, Mods and Badges so it will take a while to get rid of them. Turn 10 are hoping the removal process should be done by winter 2018.
It's still almost half a year away though, so they took some measures to reduce the impact of loot boxes until then. Over a hundred cars cars that were previously exclusive to loot boxes have been unlocked and all cars have been removed from loot boxes.
According to Hartman, the current content of loot boxes doesn't offer any competitive advantage. The only rewards are Driver Gear suits, Mods and badges. These crates will remain in place until the system has been removed entirely.

It took Turn 10 a year to finally listen to the community and drop the loot box system, which is both a good and bad thing. It's good because the gambling is losing popularity and is finally leaving the game, but it's worrisome that companies still insist on incorporating it into their games to the point that it's been almost an entire year before Turn 10 gave up on them.
