Gearbox stated they will be aiming at both performance and visual fidelity on Xbox One X with Borderlands 3 although not in the same package. Players will be able to choose either a better resolution or 60 FPS, which is still not bad.
Borderlands 3 will run either at 60 FPS in 1080p on Xbox One or 30 FPS in 4K, according to Chris Brock, Gearbox Software's producer. This is not entirely confirmed as the team still has some reservations regarding the performance and visual fidelity.
Brock stated that players will be able to choose between performance or graphics on Xbox One X in a conversation with . The team is apparently still attempting to bring the game up to the benchmarks and they will reveal more details closer to September 2019, when Borderlands 3 will release.
The regular Xbox One will still be locked to 30 FPS on 1080p though. Considering that Xbox One X is regarded as the most powerful console of the current generation, this leaves the question about Borderlands 3's performance on PlayStation systems wide open.
There is no doubt the regular PlayStation 4 will be stuck with 30 FPS at 1080p as well, but it is currently unknown if PlayStation 4 Pro will be able to match Xbox One X's 1080p at 60 FPS or even the 4K version with 30 FPS.
Normally, the discrepancy wouldn't be as visible, but taking the hints from Brock's words, Gearbox are not even sure if Xbox One X will be able to handle the game at 60 FPS just yet. There is around five months left before Borderlands 3 releases so further optimisation is all but confirmed and we will know for sure in the following months.

Considering console players are already used to gaming on 30 FPS, this shouldn't be too much of an issue, especially since Gearbox are promising another huge batch of content, just like with the previous titles, mentioning about 30 hours of gameplay time even if the players skim content that is not crucial to the main plot.
