With the Victoria 3 release date still being a large unknown, we are collecting any and all information developers hand us out. This time, they've inadvertently confirmed the number of monuments in the game.
AS the developers explain in their recent developer diary, Monuments in Victoria 3 are unique buildings only available in specific states that house them in the real world. Just as regular Buildings can output Goods, Monuments can also output both national and local modifiers, Capacities, and effects on the pops working there.
While answering a question posed by a fan about whether it will be possible to build Monuments outside the countries they historically belong to, developers have stated that there are, currently, only 11 monuments in the game, each of which was painstakingly created to fit its surroundings.
As such, players will not be able to build them anywhere they want. This also makes sense, socially, as to why would someone from India, for example, get the idea to build the Eiffel Tower with that architectural style.

However, what caught our eye the most in the developer response was the usage of the word "currently", as it implies that they have plans on adding more Monuments to the game. What remains to be seen is whether those Monuments will be part of the base release, or if they will be added later on, as a DLC.
We are just happy that there will be more monuments added, to bring depth to the game.
