Blizzard has hit a rough patch with pretty much everything under their umbrella but it looks like they are still looking forward to the future and part of it is a completely new survival game.
Traditionally, Blizzard has had a knack for creating universes that immerse players and create decades-long fans of them. This trait has been questioned recently as Shadowlands became fertile ground for terrible and shallow writing, causing a bit of an exodus from World of Warcraft while Overwatch hasn't received a universe update in a very long time.
Besides the obvious reason, which is having a workplace culture so terrible that the state of California sued the company, it would appear some workforce was dedicated to creating a completely new universe, leading to less focus on the existing IPs.
This new endeavour appears to be a survival game, as explained on Blizzard's recruitment page , and it will be developed for both PC and consoles. We will get to experience "a place full of heroes we have yet to meet", leaving little to no doubt that we will be controlling premade characters, as opposed to custom ones.
Blizzard is embarking on our next quest. We are going on a journey to a whole new universe, home to a brand-new survival game for PC and console. A place full of heroes we have yet to meet, stories yet to be told, and adventures yet to be lived. A vast realm of possibility, waiting to be explored.

From the wording in the announcement, it seems like the core of the team has been formed but it still needs a lot of new talent and the game itself is years from release. Still, it's safe to say the news is intriguing and fans will be carefully watching how the development of this new title goes. Maybe there will be a BlizzCon this time around, offering a detail or two in the future.
