If, by any chance, you haven't unlocked this shelter just yet, it is located directly north from the Mill's House shelter. This shelter should be unlocked by now in your playthrough since it is related to the main story. From this shelter, just keep going north, and you will eventually reach Hills Old House.

As with every other treasure, once you come close to it, Red or Antea will comment something about the treasure, which indicates that you are on the right track. Once you dig up the treasure, you will get some usual material and a lot of money to spend on buying stuff from vendors all over the game.
