- Ryoma Sakamoto: Complete “Curtain Falls, Curtain Rises” Main Mission to Bond.
- Shinsaku Takasugi: Complete the “Try Your Luck” Bond Mission.
- Genzui Kusaka: Complete “The Way of the Warrior” Bond Mission.
- Kogoro Katsura: Complete “The Plot to Assassinate Harris” Main Mission, then side with Katsura during “Follow Your Blade Twin” Main Mission to Bond.
- Toshimichi Okubo: Complete “Damsel in Distress” Main Mission to Bond.
- Kaishu Katsu: Complete the “Meeting Kaishu Katsu” Main Mission to Bond.
- Yasusuke Sawamura: Complete the “In Search of New Knowledge” Bond Mission.
- Aritomo Yamagata: Complete “The Fire Attack” Main Mission to Bond.
- Hirobumi Ito: Complete “The Fire Attack” Main Mission to Bond.
- Yoshinobu Tokugawa: Automatically bonded after completing the “A Show for the Shogun” Main Mission.
- Kiyotaka Kuroda: Complete the “Something to Show the World” Bond Mission.
- Jules Brunet: Complete the “Cultural Exchange” Main Mission to Bond.
- Rutherford Alcock: Complete the “A Prize Beyond Reach” Bond Mission.
- Ernest Satow: Complete the “Priceless Treasure” Bond Mission.
- Motsugai Takeda: Complete the “In Search of New Discoveries” Bond Mission.
- Toranosuke Shimada: During “The Three Blades of the Era” Bond Mission.
- Jigoro Kano: Complete “Strength in Softness” Bond Mission.
- Sana Chiba: Complete “Deadly Blade, Demon Belle” Main Mission
- Matthew Perry: Initiate the “Test of Friendship” Bond Mission.
- Gonzo: Let Gonzo live in the “Curtain Falls, Curtain Rises” main mission, then team up with him in “The Bad Bunch” bond mission.
- Alexandria Moreau: Complete “An Intoxicating Flower” Bond Mission.
- Deishu Takahashi: In Chapter 2, head to the Main Region and visit the “Military Academy” in the Kanda sub-region. After entering the academy, talk to Deishu Takahashi. Then complete a training fight with him to unlock him as an ally.
